Running the 4 Gale, 2 Blackout build with 0 Gales, 0 Blackouts seems like a really, really bad idea.

this build is an utter failure...
2 veils are your only hex removers...
2 mend conditions and 2 mending touches are your only condition removers...
4 warriors is a bit of an overkill
2 of them have charge, again overkill and no cancel stance, so risky
all of them running heal sig and sprint, still wondering why...
2 crip shot rangers, and 2 ZB monks, overkill...
seems like you're attempting to split 4-4 with 2 exact teams.
in reality it doesnt really work that way and you will just crumble...
ZB is fine on 1 monk, the other should have RC, SoD or something in that area... also, 1 monk should have shielding hands and spirit bond the other shield of absorption and prot spirit, no point having both of them with same skills...
2 rangers is overkill in most builds, change 1 to a mesmer/b-surger/other utility

That's about all the hex removal you bring in a normal balanced build nowadays...

Teams running dual WoH or WoH/SoD end up with only 2 dismisses and at most one mending touch.

I don't think you notice this is a fun build for ladder lock, which was already over.
